Covid-19 Private Jet Resource: EBAA has created a list of European travel restrictions

The European Business Aviation Association has published a list of Covid-19 Coronavirus travel restrictions, including those impact private jet travel in Europe

The European Business Aviation Association (EBAA) has launched an EBAA Covid-19 Resource Center.

There is also an extensive list compiled by Cicero/AMO (below map) on the latest measures being taken to tackle the Covid-19 outbreak.

The report details the response of the EU and its member states and key global economies (UK, US, China, Hong Kong, and Japan). This EU and global tracker includes public health measures and business supports.

The European Business Aviation Association has created a Covid-19 Coronavirus response hub. Above is a response map created by Cicero/AMS.

The resource hub includes current travel restrictions in Europe (below), including the date of the latest update.

  Armenia Nationals of China (People’s Rep.) with a normal passport are no longer visa-exempt. Nationals of Iran can no longer obtain a visa on arrival. They must obtain a visa or an e-visa prior to their arrival in Armenia. The e-visa can be obtained at https://evisa.mfa.am/   06 Feb
  Austria Travelers from outside the EU who have spent time in France, Iran, Italy, South Korea, Spain, Switzerland, and parts of China over the 14 days prior to arrival will be expected to present a medical certificate confirming they have been tested for COVID-19 and found to be negative.

All passengers must provide a certificate confirming a negative test result if they’re entering from Italy, Switzerland, or Liechtenstein.

Passengers and crew members who have been in Hubei Province of China (People’s Rep.), France, Italy, Iran, Korea (Rep.), Netherlands, Russian Fed., Spain, Switzerland, Ukraine or the United Kingdom in the past 14 days must have a medical certificate dated from a maximum of 4 days before their arrival in Austria.

The medical certificate must confirm that the person is not affected by Coronavirus (COVID-19), and be in German or in English, and be obtained at https://infothek.bmvit.gv.at/massnahmen-bei-der-einreise-aus-sars-cov-2-risikogebieten/.

This does not apply to nationals of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, and Switzerland. This does not apply to passengers with a British passport. This does not apply to crew members of cargo, emergency, rescue/ambulance or ferry flights.

  Azerbaijan Closed their borders to foreign nationals and severely restricted international air travel to limit the spread of COVID-19.

Nationals of China (People’s Rep.) with a normal passport are not allowed to enter Azerbaijan if they do not have a visa obtained before departure. Nationals of Bahrain, Indonesia, Iran, Israel, Japan, Korea (Rep.), Kuwait, Malaysia, Oman, Qatar, Saudi Arabia, Singapore, UAE, and USA are not allowed to enter Azerbaijan if they do not have a visa obtained before departure. The issuance of e-visas and visa on arrival has been suspended.

Bosnia and Herzegovina Passengers who have been in China (People’s Rep.) (Hubei – Wuhan Province), Iran, Italy or Korea (Rep.) are not allowed to enter Bosnia and Herzegovina. This does not apply to nationals and residents of Bosnia and Herzegovina.

Nationals and residents of Bosnia and Herzegovina who have been in China (People’s Rep.), (Hubei – Wuhan Province), Iran, Italy or Korea (Rep.) must complete a health questionnaire and will be put under medical supervision.

  Bulgaria Passengers arriving from Bangladesh, China (People’s Rep.), France, Germany, India, Iran, Ireland (Rep.), Italy, Korea (Rep.), Maldives, Nepal, Netherlands, Spain, Sri Lanka, Switzerland or the United Kingdom are not allowed to enter Bulgaria. This does not apply to nationals of Bulgaria.

This does not apply to family members of nationals of Bulgaria. This does not apply to passengers and their families with a permanent or long term residence permit issued by Bulgaria.

  Croatia Passengers are prohibited from crossing the borders of Croatia until 18 April 2020. This does not apply to nationals of Croatia and to those going to a country where they work and live. This does not apply to nationals of the Schengen Member States, passengers form the United Kingdom and their family members. This does not apply to passengers with a long-term resident permit or a long-term visa issued by a Schengen Member State or the United Kingdom. This does not apply to healthcare professionals, healthcare researchers, and collaborators, experts in care for the elderly, and persons requiring urgent medical treatment.

This does not apply to cross-border workers. This does not apply to diplomats, police officers in the performance of their activities, Civil Defence services and teams, international organizations’ staff and International military personnel in carrying out their functions.

  Cyprus Closed their borders to foreign nationals and severely restricted international air travel to limit the spread of COVID-19.

No visitors may enter Cyprus unless they have diplomatic or government dispensation.

Passengers are not allowed to enter Cyprus. This does not apply to nationals of Cyprus and passengers who reside in Cyprus. This does not apply to passengers who are in a diplomatic mission.

This does not apply to passengers with a special authorization issued by the competent ministry of Cyprus.

This does not apply to passengers attending educational institutions in Cyprus. Nationals and residents of Cyprus must have a certificate of health stating they are free from COVID-19 issued within a maximum of 4 days before departure. They will be quarantined for 14 days.

Passengers who are in a diplomatic mission must have a certificate of health stating they are free from COVID-19 issued within a maximum of 4 days before departure. They will be quarantined for 14 days. Passengers who have a special authorization issued by the competent ministry of Cyprus or are attending educational institutions in Cyprus must have a certificate of health stating they are free from COVID-19 issued within a maximum of 4 days before departure. They will be quarantined for 14 days.

Czechia Suspension of international travel and the enactment restrictive border controls due to the outbreak of COVID-19.

A 30-day state of emergency was declared on 14 March. Czechia has banned passengers from high-risk countries and prohibited Czech citizens from traveling to these places. Passengers are not allowed to enter Czechia. This does not apply to nationals of Czechia. This does not apply to passengers with a Czech residence permit for a stay over 90 days or for a permanent stay. This does not apply to passengers with a Czech long-stay visa (not including visa stickers with a national comment D/VR/XX).

This does not apply to passengers with the European Health Insurance Card issued by Czechia. DENMARK – published 14.03.2020

Passengers are not allowed to enter Denmark. Denmark Suspension of international travel and the enactment restrictive border controls due to the outbreak of COVID-19.

The Denmark restrictions will last from 14 March through 13 April. Passengers are not allowed to enter Denmark.

This does not apply to nationals and residents of Denmark. This does not apply to mixed families where one of the spouses or their underage child is a citizen of Georgia.   Ireland On 14 March, the US government announced the suspension of certain travel from the United Kingdom and Ireland beginning on 16 March due to the COVID-19 outbreak. Italy Passengers traveling as tourists are not allowed to enter via airports in the below-listed areas.

Passengers arriving at airports in below-listed areas are allowed to enter if they are traveling on business, for health reasons, in an emergency or if they reside in one of these areas. A completed “Self-declaration” form must be presented upon arrival.

Areas: Lombardy Region and the provinces of Alessandria, Asti, Modena, Novara, Padova, Parma, Pesaro and Urbino, Piacenza, Reggio Emilia, Rimini, Treviso-Venice, Verbano – Cusio – Ossola, and Vercelli.

Passengers must report to the regional Health Office upon arrival in Italy and be quarantined for 14 days.

This does not apply to passengers traveling on urgent working purposes with a written declaration. They are allowed to enter for 72 hours with a possible extension of 24 hours.

  Kosovo Nationals of China (People’s Rep.) are not allowed to enter Kosovo (Rep.).

  Moldova Considering closing Chisinau International Airport (LUKK/KIV) to all international flights on March 16. This does not apply to passengers with a long-stay visa, including persons with a temporary residence permit (Machtiging Voor Voorlopig Verblijf – MVV).   North Macedonia Passengers arriving from China (People’s Rep.), Italy, Iran, Korea (Rep.), France, Spain or Germany are not allowed to enter North Macedonia (Rep.) unless they submit a certificate for regulated quarantine issued by an authorized agency.

Nationals and residents of North Macedonia (Rep.) who have been in the last 14 days in the countries listed below will be subject to compulsory 14-day self-isolation: Australia, Austria, Bahrain, Belgium, Brazil, Canada, China (People’s Rep.), Czechia, Denmark, Egypt, France, Germany, Greece, Iceland, India, Iran, Iraq, Israel, Italy, Japan, Korea (Rep.), Kuwait, Lebanon, Malaysia, Netherlands, Norway, Philippines, Qatar, San Marino, Singapore, Slovenia, Spain, Sweden, Switzerland, Thailand, United Arab Emirates, United Kingdom and USA.

Passengers who have been in the last 14 days in the countries listed below will be subject to compulsory 14-day self-isolation: Australia, Austria, Bahrain, Belgium, Brazil, Canada, China (People’s Rep.), Czechia, Denmark, Egypt, Greece, Iceland, Israel, India, Iraq, Japan, Kuwait, Lebanon, Malaysia, Netherlands, Norway, Philippines, Qatar, San Marino, Singapore, Slovenia, Sweden, Switzerland, Thailand, United Arab Emirates, United Kingdom and USA.   Norway Suspension of the arrivals of all foreigners and the enactment restrictive border controls due to the outbreak of COVID-19, starting from 14 March.

Passengers are not allowed to enter Norway. This does not apply to nationals and residents of Norway. This does not apply to nationals of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, and passengers with a British passport if they are residing or working in Norway.

This does not apply to the airline crew. This does not apply to passengers in transit. This does not apply to passengers who have a particular responsibility to care for residents of Norway or who have strong welfare reasons.

The following passengers must undergo a 14-day home quarantine: nationals and residents of Norway; nationals of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and passengers with a British passport if they are residing or working in Norway; passengers who have a particular responsibility to care for residents of Norway or who have strong welfare reasons.

All crew and passengers must fill out the public health information form and hand it over to the local airport authority upon arrival.

  Poland Suspension of international travel and the enactment restrictive border controls due to the outbreak of COVID-19. The Polish restrictions are in effect from 15-25 March.

Poland is banning foreigners from entering the country and suspending international air services.

1. Passengers are not allowed to enter Poland.

2. Entry into Poland is still allowed for Nationals of Poland, their spouses, and children. Passengers who are under permanent custody of nationals of Poland. Passengers with a temporary or permanent residence permit. Passengers with a Pole’s Card. Passengers with a voivode’s permit to enter a voivodship to which they are traveling. Heads of diplomatic missions and members of the diplomatic and consular personnel of a mission (with a diplomatic rank), and Airline crew.

  Portugal Flights to Portugal are suspended until 17 April 2020. -This does not apply to flights arriving from Angola, Austria, Belgium, Brazil (Sao Paulo (GRU) and Rio De Janeiro (RIO) airports only), Bulgaria, Canada, Cape Verde, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Guinea-Bissau, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Lithuania, Luxembourg, Malta, Mozambique, Netherlands, Norway, Poland, Portugal, Romania, Sao Tome and Principe, Slovakia, Slovenia, South Africa, Spain, Sweden, Switzerland, USA, United Kingdom or Venezuela.

This does not apply to flights bringing back nationals and residence of Portugal.

  Romania Passengers who transited through or have been in China (People’s Rep.), Iran, Italy or Korea (Rep.) are not allowed to enter Romania.

This does not apply to the nationals of Romania and the residents of Romania. Nationals and residents of Romania who transited through or have been in China (People’s Rep.), Iran, Italy or Korea (Rep.) in the last 14 days will be put into quarantine/self-isolation and must fill a declaration form.

Passengers who show no symptoms and arrive from countries with more than 500 confirmed COV cases will be put into 14 days of self-isolation and must fill a declaration form.

  Russia Russia has restricted the entry of all foreigners from 18 March through 1 May. The authorities refuse also fuel stops.

1. Passengers are not allowed to enter the Russian Federation. This does not apply to nationals of the Russian Federation. This does not apply to permanent residents of the Russian Federation, airline crew, diplomats, official delegations and passengers whose visit concerns the death of a direct relative.

2. Nationals of China (People’s Rep.) are not allowed to enter the Russian Federation. This does not apply to passengers who reside in the Russian Federation. This does not apply to the airline crew.

3. Passengers with a Hong Kong (SAR China) or Macao (SAR China) passport are not allowed to enter the Russian Federation. This does not apply to passengers who reside in the Russian Federation. This does not apply to the airline crew.

4. Nationals of Iran and Italy are not allowed to enter the Russian Fed Federation.

5. Passengers arriving from Iran or Italy are not allowed to enter the Russian Fed. This does not apply to nationals of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russian Federation. This does not apply to passengers who reside in the Russian Federation. This does not apply to the airline crew. This does not apply to official delegations.

6. Passengers who have been in Austria, Belarus, Belgium, Bulgaria, China (People’s Rep.), Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Iran, Ireland (Rep.), Italy, Korea (Rep.), Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Ukraine, United Kingdom or the USA and are planning to stay in Moscow must report to the special hotline by phone. They must stay self-isolated in Moscow for a period of 14 days or for the duration of their stay if less than 14 days. – This does not apply to crew members.

7. Passengers who have been in China (People’s Rep.), France, Germany, Korea (Rep.), Iran, Italy or Spain and are staying in St. Petersburg (LED) are recommended to stay self-isolated for a period of 14 days or for the duration of their stay if less than 14 days. – This does not apply to crew members.

Serbia Closed their borders to foreign nationals and severely restricted international air travel to limit the spread of COVID-19. 1. Passengers are not allowed to enter and transit in Serbia. This does not apply to nationals of Serbia. This does not apply to residents of Serbia. This does not apply to the airline crew.

This does not apply to passengers with special permission issued by the Ministry of Health, the Ministry of Foreign Affairs, the Ministry of Interior or the Ministry of Construction, Transport, and Infrastructure. This does not apply to accredited members of diplomatic missions, international organizations, humanitarian missions, and their family members. Nationals and residents of Serbia arriving from Austria, France, Germany, Greece, Iran, Italy, Romania, Slovenia, Spain or Switzerland are required to self-isolate for a period of 28 days.

Accredited members of diplomatic missions, international organizations, humanitarian missions, and passengers with special permission issued by the Ministry of Health, the Ministry of Foreign Affairs, the Ministry of Interior or the Ministry of Construction, Transport and Infrastructure, and their family members, arriving from Austria, France, Germany, Greece, Iran, Italy, Romania, Slovenia, Spain or Switzerland are required to self-isolate for a period of 28 days.

Slovakia All visitors must self-quarantine for 14 days on arrival. On 12 March, Slovakia decided to close international airports, including Bratislava (LZIB/BTS), as well as closing its borders to non-residents to prevent the spread of the COVID-19 virus. 18-Mar
  Slovenia Government bans air transport in the Republic of Slovenia The ordinance shall be valid from 17 March 2020 (at 00:00) until 30 March 2020 (at 24:00) for international air transport carried out in the European Union on the basis of European Union regulations, and from 17 March 2020 (at 00:00) until its revocation for international air transport from or to non-Member States of the European Union.

The prohibition shall not apply to aircraft carrying out scheduled and charter air transport of cargo and/or post and to the aircraft performing international ferry flights. Individual flights of foreign national aircraft performing flights for humanitarian or medical purposes shall be exempt from the prohibition referred to in Paragraph 1 of the Ordinance.

Any other exceptions shall be granted by the ministry competent for infrastructure and the ministry competent for foreign affairs.

This does not apply to passengers with a national visa issued by Sweden. This does not apply to the following passengers: healthcare personnel; border workers; personnel transporting goods and other personnel in the transport sector to the necessary extent; persons covered by Chapter 2. Section 10 of the Aliens Act (2005: 716); persons working in international organizations, military personnel, and relief workers; passengers in transit; persons with urgent family reasons; persons in need of international protection or for other humanitarian reasons.

  Switzerland Passengers are not allowed to enter Switzerland. This does not apply if arriving from Belgium, Czechia, Denmark, Estonia, Finland, Greece, Hungary, Iceland, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia or Sweden.

This does not apply to nationals or residents of Switzerland. This does not apply to a passenger with a cross-border commuter permit, a visa issued by Switzerland for the purpose of “business meetings” as specialists in the field of health or “official visit” of great importance, or who have an assurance of a residence permit.

This does not apply to passengers who are entitled to freedom of movement and have a professional reason for entering Switzerland and have a confirmation of registration. This does not apply to passengers who are of great importance as specialists in the health sector.

  Turkey Nationals of Austria, Belgium, China (People’s Rep.) Denmark, Egypt, France, Germany, Iran, Iraq, Ireland (Rep.), Italy, Korea (Rep.), Netherlands, Norway, Saudi Arabia, Spain, Sweden, Switzerland, and the United Arab Emirates are not allowed to enter Turkey. Passengers with a British passport are not allowed to enter Turkey. Passengers who have transited through or have been in Austria, Belgium, China (People’s Rep.), Denmark, Egypt, France, Germany, Iran, Iraq, Ireland, Italy, Korea Rep., Netherlands, Norway, Saudi Arabia, Spain, Sweden, Switzerland, United Arab Emirates or the United Kingdom in the past 14 days are not allowed to transit or enter Turkey. Passengers arriving from Austria, Belgium, China (People’s Rep.), Denmark, Egypt, France, Germany, Iran, Iraq, Ireland, Italy, Korea Rep., Netherlands, Norway, Saudi Arabia, Spain, Sweden, Switzerland, United Arab Emirates or the United Kingdom in the past 14 days are not allowed to transit or enter Turkey.   19-Mar
  Ukraine Suspension of the arrivals of all foreigners and the enactment restrictive border controls due to the outbreak of COVID-19, starting from 14 March. International passengers will not be allowed to enter and/or transit Ukraine. Passengers will not be allowed to enter Ukraine for a period of two weeks, until 3 April 2020.

This does not apply to nationals of Ukraine, to residents of Ukraine, to spouses and children of Ukrainian nationals, to representatives of official international and diplomatic organizations (and their family members), to crewmembers, and to representatives of humanitarian missions (and their family members). On 17 March 2020, at 00:00 local time (GMT+2), all border crossing points will be closed (for any international border crossing) for a period of two weeks, until 3 April 2020. This does not apply to border crossings required to safeguard national interests, and to representatives of diplomatic organizations and humanitarian missions. Nationals of Ukraine should return to Ukraine as soon as possible. Those who do not have time to do so for objective reasons should contact the Ukrainian consulate. In cooperation with Ukrainian authorities, they will be returned home by non-scheduled flights. After 3 April 2020, the Ukrainian government will review whether this restriction should be extended for a longer period.

  United Kingdom On 14 March, the US government announced the suspension of certain travel from the United Kingdom and Ireland beginning on 16 March due to the COVID-19 outbreak. Flights arriving from heavily affected countries must provide a gender when booking in the flight with all crew and pax listed.
