Jet Management Services plans expansion into Part 135

When an airline pilot and a corporate pilot got together, the result was Jet Management Services. Plans call for adding a Part 135 in 2026.

Pennsylvania-based Jet Management Services plans to obtain a Part 135 certificate in early 2026.

The broker has been offering a guaranteed availability, guaranteed rate jet card since last year.

The company was founded in 2022 by Joseph Sekelsky and Richard Harsche.

Sekelsky is a Boeing 737 pilot with American Airlines.

Harsche is a corporate pilot.

Sekelsky, who is just 28, met Harsche when, as a teen, he was taking flying lessons.

He gained some experience brokering charter flights for friends and family.

Harsche had experience managing aircraft.

In 2021, he approached his friend about starting a business together.

That conversation turned into Jet Management Services, which opened shop in March 2022.

For Sekelsky, while he enjoys flying, he has always wanted to put his business degree to use.

Building a business around the industry he loves made sense.

There is currently Part 91 aircraft management.

It started with just a single aircraft and brokering charter flights.

There are currently 15 aircraft under management.

Sekelsky says the fleet ranges from a King Air 350 to a pair of Falcon 900s and a Global 6000.

Expansion

Plans call for acquiring a Part 135 certificate in early 2026, he tells Private Jet Card Comparisons.

The company supports management clients via outsourced maintenance.

Currently, Jet Management Services offers aircraft sales, ad hoc charters, and its jet card.

There are around 30 jet card clients.

The jet card was launched in early 2024.

Sekelsky says total revenues from all services are approaching $40 million.

There are slightly over two dozen employees on the ground.

That includes both sales, operations, and support, he says.

There are over 30 pilots attached to the managed aircraft.

Its headquarters are at the Wilkes-Barre/Scranton International Airport.

With Sekelsky still flying for American and Harsche also flying, Sekelsky says the key to growth so far has been the team on the ground.

He says that, before growing, the partners wanted to build an infrastructure, something he says they have done.

At some point in the future, if the growth continues, he expects he will have to give up his career as an airline pilot.

The Jet Card

The Jet Management Services jet card offers guaranteed availability with 72 hours’ notice on non-peak days.

Peak day access is 96 hours.

However, there are over 90 peak days compared to the industry average of 36.5.

Jet Management Services also offers guaranteed turboprop rates, in addition to light, midsize, super-midsize, and large-cabin jets.

Daily minimums across all aircraft types are 90 minutes, plus taxi time.

While that may be a negative for short-segment flyers, rates are attractive.

It also makes its large cabin and super-midsize offerings stand out.

Including FET, Turboprops are $6,074 per hour, Light Jets are $6,777, Mids are $8,374, Super-Mids are $9,568, and Large Cabin Jets are $13,438.

That’s from around $300 to nearly $3,000 less than where average hourly jet card rates stood at the end of Q3 2025.

Jet card members can upgrade or downgrade without extra charges.

Despite the density, peak days incur just a 10% surcharge.

International flights are also just a 10% surcharge and cover the Caribbean, Canada, Mexico, Hawaii, and Transatlantic, according to Sekelsky.

WiFi is guaranteed across all categories.

However, all one-way flights are subject to a 100% cancellation penalty after booking.

That’s not atypical of smaller providers who want to offer the guaranteed rate and availability benefits of a jet card.

Sekelsky says that when successful in obtaining refunds for canceled flights, the money is returned to clients despite the policy.
